I'm submitting a review for the rooftop area of the Tokyu Plaza. If you take the elevator to the 7th floor, or go out from the 6th floor and go up, there are a couple of tables and chairs for people to sit. It is not tied to any specific restaurant, so you can just grab and do whatever you want. The Wifi is the same as the building wide one. Just the outdoor speaker is so loud, and no direct lighting so gets quite dark after sunset. Also, a lot of tourists are around.
